James V. Gargan Deputy Secretary
James V. Gargan is a practicing attorney, concentrating on securities and commodities matters. He is on the Board of Directors of the Commodities Floor Brokers and Traders Association and is a member of the Board of the New York Criminal and Civil Courts Bar Association.

For 20 years, Mr. Gargan served as General Counsel to several Commodities Exchanges in New York. During that tenure he served as Chief Prosecutor of those markets and in 1989 was elected Founding Chairman of the Joint Compliance Committee, an industry-wide group of senior exchange officials formed by the Exchanges and the CFTC in the wake of the "FBI Sting."
Mr. Gargan is active with the New York County Lawyers Association and in the past year has chaired public panels there dealing with "Online Trading" and with securities arbitration, "The NASD Listens and Speaks." Mr. Gargan is an Arbitrator for the National Futures Association, the NASD, the NYSE, and the New York Cotton Exchange; and a Mediator with the Commercial Division of the Supreme Court of the State of New York.
